Frequency analysis showed that, rune frequency is random and unpredictable ,well average frequency of all pages show that, minimum frequency on unsolved pages is (1%) and maximum (3%) but, on individual pages maximum can reach more than 6%.

avg 0 is average frequency of runes (pages 0-2), avg 1 is (page 3-7) and avg 3 is average frequency of Liber Primus (lol it should be avg 2 but I made a mistake)

there are many patterns that I noticed through pages if we compare them. lets compare page 0, page 1 and page 2...

Rune Frequency analysis page (0-2)

this might be clue for shift, most frequent rune on page 0, is  - 'ᛝ' or '(NG/ING)', most frequent rune on page 2, is -'ᛞ' or 'D', their frequency is very close (ᛝ-6.91%) and (ᛞ-7.01%), well this might be coincidence, but there are lot of other similar patterns that reduces chances of this being a coincidence...

let's look at fig1, which is part of page 1(red) and 2(green) comparison, runes: page 1 - [(ᛇ-EO-1.14%) (ᛈ-P-4.19%) (ᛉ-X-4.57%)(ᛋ-S/Z-4.57%)(ᛏ-T-2.28%)] and page 2 - [(ᛋ-S/Z-1.50%)(ᛏ-T-4.51%)(ᛒ-B-5.01%)(ᛖ-E-5.01%)(ᛗ-M-1.50%)] pattern of graphs are very similar and frequency is also close.

fig 2 also similar patterns but there is no shift, runes: page 1 - [(ᚾ-N-3.05%)(ᛁ-I-3.05%)(ᛂ-J-3.05%)(ᛇ-EO-1.14%)] page 2 - [(ᚾ-N-4.01%)(ᛁ-I-4.01%)(ᛂ-J-4.01%)(ᛇ-EO-2.50%)]

Conclusion[]

so, if it's not a coincidence than probably, (page 0-2, page 3-7...etc) is same cipher/key but with different shift
